It's just a fancy way of saying you can request a HP CLI. You can certainly attempt it, but it's no more guaranteed than at any other point of card membership.

I believe they say it to everyone, so yes, almost certainly it would be a standard HP CLI request
Which is why I have never asked for a CLI on any of my chase cards which are also little used until recently when they started to offer 5% CB on the Freedom at Costco . Can't use my daily driver so its the next best thing.
Most don't seem to have much luck with requested CLI's at Chase at any time. You do need to always consider the source though. A lot of people on myFICO are building or rebuilding. If you think your credit profile supports a higher limit then request the CLI. However, Chase wouldn't have issued a $5K limit if they were comfortable with extending more to you.
