That's means it DOES go by statement closing date, NOT by actual credit post date.
For what it's worth, I purchased airfare on the 15th and my second credit was applied same day. This was the day before my statement date, though, and both charge and credit were applied to January statement. It was likely just fortuitous timing on my part.
I don't see why when the credit posts matters in the least since it's impossible for anyone to make a charge in December that gets applied to a December statement, thus splitting when the charge is due and when the credit is applied across two statements.
