I got the sense that if you approach Amex, they will turn around and tell you that you can apply, but you must go ahead and pay your balance in full, close the optima account, and then apply.
However, he did hint that the account would be reviewed at 6 months, and that some action on their part may take place.
I think its way better to wait for amex to approach you, since id think youd lose the history if you close the optima and then apply for a new account.
