I have the Amex Cash Rebate Card and I tried a PC to Amex Hilton HHonors card and was told I couldn't, but that I could PC to Blue (though they didn't mention Clear).
Apparently, you can't PC to a relationship card (i.e. airlines, hotel) from a non-relationship card.
