Among the big lenders, Cap One seems to be the firmest about this, no combining of CLs allowed.

At this time, Cap One doesn't combine or reallocate CLs. You might be able to PC your QS1 to a QS...this can be handy if you specifically need a MasterCard, since it would remain as a MasterCard.
