No. not disputable. Whether they were right or wrong is not the point. Work was performed on the Vehicle. If your friend gets in the habit of frivolous Disputes. Could be shut down. and if so. i could be also termed. Theft of services. Just pay then go to another dealer. No one forced your friend to leave the vehicle there. could also go for 2nd opinion some where else.

I think you'd be better served filing third-party complaints.   You could try the BBB,  your state's Bureau of Automotive Repair (if applicable), or your state AG.   You might even let Jeep's corporate HQ aware of this.
