Correct. Lenders are often more willing to spread their risk over multiple cards. Also, UW standards differ from product to product.

It's not just a matter of whether or not you have balances on other cards. One could get approved or denied with balances on other cards. One could approved or denied with no balances on other cards. All the standard factors matter:

Even if we knew all the details of your credit we really couldn't give you approval odds. Again, review the reason(s) for denial on your CLI as they will indicate the concerns that AmEx has with your credit. Work on addressing those concerns.
That said, for existing members approvals are generally a hard pull and denials are generally a soft pull so it probably won't hurt to app and see.
