Cannot understand Macy's CSR

I tried to ask macy's csr weather a cli would be a hard or soft pull, this is what she said....

What is that suppose to mean, she still did't answer the question.

Suzanne C:  You would not want to have a credit bureau pulled if you had 3 in 3 months.
Suzanne C:  Otherwise it would be fine.
Kha916:  would it be a soft inquiry or hard inquiry ?
Suzanne C:  It is the same. It just affects your credit if you are getting a lot of credit pulls.
