Saying no to a partial increase defeats the purpose of a request for a CLI... If they counter your offer, that is the max they are willing to give you at the time. Trying again after accepting a partial in 6 months or a year could have better results. Always accept a partial, as more credit is usually not a bad thing. Unless you abuse it.
