Is Capital One more willing to give second chances if you have a CO is the past that is paid?
I think they do because I had a co in 2003 and they approved me for a blank check for a car a year ago. I didn't use that blank check though as the damb interest rate was out of this world.

had 2 unpaid cap1 chargeoffs in the 90s. lived w/o ccs for 7+ yrs. started rebuilding in early 07 w/first premier (now fired) and orchard (to be fired in early 09).
4/08- went to cap 1's preapproval site...preapproval for no hassle rewards came up. decided to app. got it. 300 cl (bah) turned into 1.1k (300 cli @ 3rd stmt; 500 cli b/c of credit steps) in just a few mos.
9/08- went back to cap 1's preapproval site...preapproval for no hassle cash rewards (what i wanted in the 1st place, but was afraid to 'cold app' in 4/08) came up. got it. 300 cl (bah) is now 600 b/c i called the backdoor # after 3 stmts hit. due to credit steps, it will be 1.1k cl (yay) in another mo or 2.
cap 1 keeps sending me 'preapprovals' for their auto loans (which i need), but i've not apped yet.
so yes, cap 1 DOES forgive. however, my chargeoffs were OFF my reports for years before i even bothered apping w/them.
btw, cap 1 pulls ALL 3.
