Don't do the online request, but go straight to EO for all the requests. You will have more chance of success. You can probably get your card turned into Quicksilver like card without taking triple HP. CLIs/PCs/Waived AFs are all via SP through Cap One EO. Basically ask for the moon and hope they get you into space.
