How would they know if you had a certain CL since one month ago (CLI) or 3 years ago?  Also, what about Amex that backdates everything but could be brand new?  Unless they see something that we can't...  I understand these are just guidelines though.

Doubt they can tell.  But for non-Amex products they can tell if it is younger than 3 years.  But like you said, these are just some general guides that don't mean a whole lot.
