It's so very simple that it's publicly posted in the capital one EO topics in Bold Blue Letters. Also you can reach their office thru social media outlet Facebook.

and I completely agree with CreditMagic7 in that FB is a great route to take. It worked for me. A lot of people who just call up the EO out of the blue often get a negative response from them. Best to have them call you. And to do that, pm them on fb telling them your concerns.

Thank you all for the Capital One advice. I sent Cap1 a message on FB regarding an upgrade to the QuikSilver card. They initially referred me to the online offers. I told them I did and there were no offers. they asked for some information and said they will call me tomorrow to discuss further. I will keep my fingers crossed but not getting hopes up.
