Interest rates are limited to that not fees. Yeah it's easy to get around the card act with fees and the are guaranteed ppl don't have to carry a balance. However it puts the ccc's that do so in a position to lose clientelle who is in the latter stages of rebuilding or with clean records to go elsewhere where they don't have to deal with these kinda things.
