I just applied for a Capital One Quicksilver card, and was approved, but with a $300 credit limit..... I called the line to speak with an account specialist and he transfered me to someone else. She then told me that it was not possible to talk to anyone about getting a higher credit limit, but I could request one through the automated phone system.
Is it worth calling back to talk to someone else? Or is this their new policy?

I sent you a Private Message with EO E-mail. Send a short and to the point email saying you just applied for there new Quicksilver? Card and you were approved with a $300 limit and with your other cards in your portfolio of Chase and Amex, you were expecting a CL more in line with those of $5k. Please increase it.
give your phone number, they will call you monday or tuesday probably to ask verifcation and income and ask if you would take less than $5k and then get back to you in a few days with answer.
easy
The EO channel can provide alternative solutions depending on the case but based on your overall profile I wouldn't expect Captal One to match those other Chase CLs. This puts things more on a realsitic perspective than assume you will get 5K. The EO will review your overall financial profile, but if nothing has substantially changed (from an underwriting perspective) since your approval, then your chances are slim for a high CL. They could possibly counter...however, as in any situation, YEMV.
