Capital One - Over Limit Transactions for VS

Could be a useful benefit if you spend big often and go over your limit. Guess it could be useful to some. I only really need it for Chase myself and I think I should have it already. Capital one I don't care too much as I don't run a ton through them.

I think this is all CARD act related.    With that act, issuers could no longer charge over the limit fees UNLESS you opted in (presumably after the CARD Act took force).  I've never been offered the option to do so, but it sounds like Cap One makes it visible
