I've had the Venture since 10/15 and I just converted it to the Quicksilver. They did say I can't pc for six months!

Any existing rewards balance will carry over into this new program. Accepting this offer means that you cannot accept any rewards upgrades on this account again for at least 6 months.

Thats so crazy. I really dont understand their rules. Going by what you wrote, I should be able to PC my QS1 into a QS no AF as my last PC was in March 2015. I am going on 10 months now.
