They did it for me. I emailed the EO. I had a HSBC platinum with an AF. They upgraded to a Cap 1 QuickSilver Rewards. They still have to let me know about a cli.
Last night, i sent a message via facebook asked for quicksilver upgrade and got a message responded early in the morning today. A nice guy just called me and info my account is eligible to upgrade. Waiting for my visa signature card to arrive.

yes I sent a private message they message me back asking for my zip code and my phone number and best time to call
2 days after talking over phone and confirming product change i now can see 'Explore Rewards' link under my Platinum Card account. And when i click the link 0.00 cash which is true as the card hadn't been used by me after the product change yet. I am guessing very soon they will send email confirmation saying 'Welcome to Quicksilver'. Now i will have 2 Quicksilver cards. Wish Capital One could consolidate 2 accounts into 1.

it worked!! I did the FB thing and they just called and did it. I can't believe what a difference that was, why would they "see an offer" when live chat nor the "Features" link doesn't. Crazy. Anyway, my first anniversary date is this October so I was concerned about my 50% rewards due at that time. He said that those rewards I've earned to date will be transferred to my Quicksilver immediately.
That was so easy and it's nice to be told "Yes!" from them for a change. That would be cool if a CL came along with it... not holding my breath but will watch my account daily.

Just did the fb thing waiting for the call.. I dont understand how capital one works you try to msg them online and they just tell you use the modify thing,then you call they cant help you, but you msg them thru fb then they really try to help you so weird

Thanks for the information. I did send a message through Facebook on Monday. They wanted my info as stated and I sent them a message with the requested information. They called my phone and we spoke a bit about the low credit limit on my Orchard Card and how I was thrilled Capital One acquiered them; went into kissing butt how I like Capital One and want a CLI plus benefits since I have a Chase Freedom and AMEX (BCE Preferred- amazing, app'ed with a low score and was approved!).
Today they called back and told me I could choose between travel rewards or cash back option for my card and did get approved for CLI, it matches my other Platinum from Cap 1 @ $3,500. Util on my other card is around 80%, but am paying the whole amount since statement cuts off 12th of August. The EO is very helpful and are willing to go an arm's length to keep customers. I am glad to have found this info since I tried earlier using CSR and they were not as friendly.
Ended up just chatting with a rep (No Facebook) and she told me it was possible to move me to a Quicksilver Signature Card from my Platinum Card Finally!
