Is it considered a cash advance if I were to send money to someone via Pay Pal using my Capital One card?

It will be considered a credit payment and not a cash advance.

Not a cash advance but you're going to pay a swipe fee if you send money to friends and family and use a credit card rather than bank account or paypal balance.

even if you send it to your wife as a gift... Although you are hit through paypal with a fee of whatever they charge always for sending money by cc.

 

This is really the only CC I use to send money to parents on occassion for stuff they buy men at stores that don't exist where I live and I reimburse them
