I sent off a letter last month to Capital One. Every month on my report my Credit Limit was shown the same as my high ballance ($4,000) where the credit limit is (15,000) causing some bad effects with the Utilization of the card.
I got a response back from them today.

Thanks for contacting us about your credit bureau report. After researching your account, we've:
Reported your credit limit of $15,000
We've also forwarded this information to the following credit reporting agencies so they can update your credit report:
