I feel your pain. Capital One was my first credit card ever and I got that in 2005. They started me with a $200 limit. I ended up opening a second Cap One account (with the same limit) after they denied me a CLI after being with them for 3 months (I was 18 and not very credit savy). After having the card for 2 years I combined the accounts and now have one $400 limit card with them and even after paying the bill on time every month and keeping the blanace low or paying it in full for almost 7 years, I still get denied a CLI from them. Their my oldest account so I can't close them but I don't understand why I have other credit cards that started me with $1000-$2500 limits and when I request CLI's with them, I get approved but Capital One just will not increase my limit.
I think I'm going to stop using the card and see if they increase it on their own
