6 month rule on applying for new Cap One accounts? AFAIK, there is no such rule.
6 month rule on waiting until combining a new account in with an existing (already 6 months or older Cap One account), I kind of doubt it, not likely a restriction, but not sure.
No it doesnt reset the 6 months for a new app but it does reset the CLI.

In my experience, PCing a card didn't reset the CLI clock...however combining cards did.
I have a friend who was in the Creditbuilder Program.
After 5 monthly payments (ie 6th statement), she received a CLI from 100 to 500.
About a month after that, she PC to Quicksilver.
In a subsequent online chat with Capital One, we learned that the date of last CLI corresponded to the actual CLI date from 100 to 500 and did not reset when she PC to Quicksilver.

FWIW, I did a PC in February (QS1 to QS) and in June when it was time for my next CLI it was not granted due to 'not enough usage'... nothing was said about the PC causing a problem.
Note that now many months after the PC I'm still denied due to 'not enough usage' (which is true), so I'm inclined to believe doing a PC has no impact. I've read many posts where an account combination did reset the clock, though (and the website states this as well).
OP has not returned to clarify their question, but I'm pretty sure it wasn't about CLI
