Yes, I have had a successful APR reduction from Capital One.

At the time the card was a QS1 (now it's a QS) for 1 year and the APR was reduced from 19.9% to 17.9% via the EO.

I have received a few APR reductions from Cap1 but they are usually only for 7 months or so before returning back to the regular rate.

Had my card 2 yrs and I just got a temp 7month reduction to 15% from 19.8

A while back I used chat to request a CLI.  They didn't give me that but offered about 8 months of 0%.  I accepted but since I never carry a balance, it doesn't really do anything for me (nor would an APR reduction).

Census states that capital one hardly even permanently reduces APRs for anyone. They'll give you a fair APR for 6 - 9 months and that's it.
