It's been a few years since I used a credit card overseas (in person) so I don't have the 'pulse' of the situation like many other members do. It looks as if some of our more well-seasoned travelers have already spoken, and I would highly value their feedback if I were in this situation.
That being said, it it were me I would definitely stick to larger issuers who have a 24-hour presence and their international 1+ phone number listed on the back of the card. That way if there was a problem at a bank (or anywhere else) and no other card was available you could simply step aside and call them up. I know this isn't the ideal situation but at least you wouldn't be left in a jam.
While I'm here I'll give a shout-out to Capital One as well... I consider them my 'rock'. A couple of months ago I had a large out-of-character purchase come up and I called them beforehand; the CSR thanked me and noted the account. The morning of the actual transaction I call them back (to make sure) and was once again told it would be fine, and to simply call them if there were any problems... I'm pleased to say the charge was approved with no fanfare. (If you're wondering, my usual QS use these days is around $100 monthly, but this one-time purchase was just under $3k).
While there's always the chance of a 'glitch', my mantra is to simply have a backup (or two) and usually at least one will work... thankfully I've never had to go beyond the first backup.
