Cash advance limit determination

Any idea how lenders calculate cash advance limits? I've never taken one and don't plan to, but I'm curious as I noticed a screenshot of someone else's Marvel card that had a 3K SL with $600 cash advance available. I've got a 5K SL and a $300 cash advance limit. Seems backwards.
