Citi DC or Capital one QS MC would be my top long term picks. Citi DC is now my go to for mortgage payments.
I don't earn any cash back but should breakeven, which is fine for me. My main goal is to increase my limit on the DC. I'm gambling that showing them $30,000 a year in traffic through their card will get me where I want to be.
Discover will match all miles for the first year so that's really 3% for the first year.
I don't call customer service often but with some recent changes in my wallet I've called a few of the providers. Discover had excellent customer service. Much better than Citi.
I have both cards. My Miles is only a few months old but I just began using it because I'm trying to build some relationship with Discover.

Discover IT is a de facto 2% card for the first year. You'd also get the 5% categories that will double, so it's worth considering if you intended to spend on things other than rent. If you don't like categories, then Discover Miles might be a better solution, as it's a de factor 3% for the first year.
Citi DC is a 1% + 1% card and would also work well. However, Citi DC is known for giving stingy initial CLs, so you may need a 2nd HP in order to get a decent CL. I applied for mine when my scores were ~680 and I was only approved for $1200. That may not be adequate for your rent or other expenses.

Unfortunately, their "prequal" isn't very useful or reliable. You could enter in Mickey Mouse's info and get an "offer".
