I applied Sapphire after getting 17.99 on my Freedom, got Sapphire at 15.24%.  Makes no sense.

 

I found it ridiculous having Citi, BofA and Discover all at 12.99 or lower from when I had lesser credit that Chase found 17.99 the best they could offer me.  There should be more tiers, perhaps a 14.99% between the 11.99 and 17.99?
