I called chase to ask if they could give me a cli on my freedom card without doing an inquiry. The guy on the phone told me chase does not do cli without a hard pull but said in the next week or so they will starting softing for cli? Does anyone know if this sounds right? Did chase always hard pull for cli?
Softing for CLI as in they will periodically soft pull your report to see if you "qualify" for an auto-CLI? Or softing as in when you request a CLI from the it will be a soft inquiry?
Yes, always HP for the most part, rarely SPs. I wouldn't put too much stock into it until anecdotal experiences start streaming in and their overall u/w (CLI) policy changes altogether. If so, this will certainly make it more flexible for a lot of folks who prefer not to rack up many HPs for a CLI review/request.

Chase has done HP's 99% of the time for customer-initiated CLI requests.
Occasionally people have gotten SP CLI's: it's not Powerball winner lucky, but it's probably on the order of coming up with New York, Tennesee, and St. James place in the McDonalds Monopoly game.
I have had my Sapphire just over a year and a half and just got a auto CLI from 5k to 7.5k. It has been my main card for the past year. and I carried a balance of about 3 grand for the past 6 months. paid it off in full, and a month later got the CLI.

+1 in that CLI requests will result in a HP, although if they auto-CLI you it's usually done via a SP. Heavy usage plays a large role in auto-CLIs, and while they're somewhere rare they're not as nearly rare as people might think.
