Its pretty obvious that it was multiple things causing the issue, being out of country, and carrying high balances on multiple cards, it would be pretty expensive for chase to recoup its money if the OP decided to stay in the foreign country and left chase holding the bill. So they decided reduce our future risk, CLD now, and let an underwriter listen to the story later and make the decision when the OP called in.

Maybe I missed this but did chase even know OP was out of the country at the time of the CLD? I don't recall reading that. I just know OP told us that is where they were.
Any insight on why they asked OP if he rented or owned a home?

Home owners are considered more stable and trust worthy less likely to default on credit issues. Also lenders could potentially go after the home if the creditor was wronged.
A little off topic, but still in the context of this thread.
Im wondering when a cardholder get approved after a Recon if the issuing bank monitors their account more closely then other account that got approved without a recon.
How did itt impact your credit scores?
