But I also had a freeze on one of my reports due to fraudulent activity.  Does Cap1 automatically deny if they can't pull all three?  And if so, how do I get them to reconsider?

I don't know if they really do recons, butttt you could try calling 800-625-7866 (from the backdoor number thread) and see if they can help you.

The freedom is my goal card at the moment.  I might have to sit on my current cards for a while though.  I always PIF my Capital One Card, so hopefully once I get the utlization down on my GE Card, my score will improve little by little.

I would try for a Walmart card or something. Creditors don't really consider AU accounts as "real" accounts. Chase typically doesn't like DEQs reporting. You should consider ordering your true FICO score from myfico.com. The scores you purchase direct from EXP, EQ, TU are plus scores/FAKO scores and not the true scores creditors use. If you'd already reconned 4 times for Chase, I'd wait until you get your scores up before reapplying again.
