I just activated my card and Chase wouldn't budge on a CLI without a hard pull. Supervisor said it's always a hard pull especially on new accounts without any history. Told me to wait for a few months and then ask, but most likely will always be a hard pull.
My initial experience with Chase was less than excellent. They tried to sell me everything from their script (both the CSR and Supervisor).....
We'll see how it goes. I still like them, but they have one strike...
