Did the same, but it took several SMs and about 2-1/2 weeks to get the VS for my freedom. Possible, but anecdotally appears to be somewhere near 50/50 for approval of the upgrade.
I called asked to be upgraded to sig and I was told by cs rep that, it is up to Visa....and not chase (makes no sense)....he said that I have to have a 5k plus limit (which I do) for at least a year before they can send a request to visa for the visa sig...when I told him that I currently have a boa sig and only had that for a few months before it was converted to sig he just repeated himself. I knew his answer was b.s. but didn't really care enough to push.

Your card needs to be at least 12 mos old before you are eligible for an upgrade. It has nothing to do with your BoA cc.
I get that Boa's card has nothing to do with chase. The two things I don't get:
Does Chase really have to submit a request to Visa and Visa needs to approve me for visa sig?
Why is it that BOA gave me a Visa sig after have my account open for only 4 months with an inital credit line of 2500
This is actually a relatively easy process to do. First, your card needs to be 12-13 months old. Second, the card must have a 5000 cl. Third, to make the process easy, your first point of contact to do the upgrade is contact Chase EO, either by phone or email. They'll take down your info, and give you a call back in about 1 to 3 days (maybe a little more). To me, it seems the ones that have the most difficulties doing the upgrade are those that try to do this with regular customer service. They cannot do it for you. It must be done through the EO.
There is no absolute rule that Visa Signature (and World MC) needs to have $5K CL or above. It is up to the card issuer to decide that. Many issuers decided that $5K is the minimum CL.
Visa and MC have nothing anything to do with decision making. They are more than happy if a card issuer wants to issue Visa Signature or World MC, since that means they get a bigger cut in interchange fee.
