chase occasionally double pulls i don't know why they do. When i got my CSP last may they pulled EX and TU. I don't think it was for low scores because at the time my ex and TU were both above 770, so maybe some internal scoring criteria they didn't like ?

Is the HP really today, or it is finally being reported by EQ today? I think it is the latter; they already pulled both bureaus it on the 6th.
Chase pulled both EX and EQ on both my Marriott and Hyatt card applications.

They pulled the reports the day you app'd. Your monitoring service received the update a on a later date. An example is the EQ monitoring service here. You dont get the notification that a new inquiry was made until a day or two after the fact

It takes a while sometimes to get the information through the CRA to your inbox.
Each bank should be sending the monthly file on your balances to the CRA on the same day, but you see the result in the monitoring a day or two different, depending on how the CRA is processing that data.
That CRA notice is really just informing you that, at some point in the past, they got a HP. There likely is not a hard timestamp you would be able to get access to.
check credit karma, I will bet the HP date shows as the earlier date.

I don't know about when exactly they pulled them, but Chase pulled my TU and EX when I apped for Freedom and CSP, I don't think they were for separate cards.
