She will most likely be denied due to no history Chase likes to see a year of CC history

Does it fit your spending?
Do you have a plan for the bonus w/o going into debt?
Can you afford the AF?
Do you know the cards benefits? Is it worth the HP?

Hard to say Discover has been known to take a chance on files. YMMV tho

ok last question for right now, IF i do try just for the hell of it... does a denial hurt me in any way? afterall i was always taught you dont know unless you try... well is that the case here? if i try and they do deny me... does it hurt me for down the road?

you will have a HP that stays on your account for 2 years and affects your Fico scores for 1 year, and too many in a short period will signal your creditors that you may have a problem and they may decide to Credit limit decrease your account or balance chase you. its best to get your Balances under control, and then apply. If you did apply and manage to get it via a recon or 6... you can almost guaranteed to a low CL that will stay that way for a long time and possibly cost you additional HP's to get it to grow.

While your right in thinking you never know until you try Credit is not one you should consider under that theory 

But one HP can't hurt but the ding will only hurt for 6 months resulting in between 3-5 point loses not a big deal if you can afford it
