Chase Rewards Visa. I didn't ask for it, just rec'd notification from them that they had lowered my APR. Been a long road back from a BK 13 filing back in 2005. FICO TU score is currently at 799.

Look at the terms for the current card offers. There's no range on the MileagePlus cards. You should have received documentation on the APR offerings for your card when you received it. If there's no lower APR or no range of APR's they're not going to drop it. The Sapphires are the same.
How long did you go without using the card?

Well I started to say: "The prequalifier doesn't work for current customers as I have personally discovered myself. Immediately after being approved for a Freedom, I tried it and it stated I was currently a customer and not eligible."
I just went and tried it again for kicks. Preapproved for Freedom and Slate. WTH? LOL.

Totally awesome. I really hope the lower mine someday. If they hadn't given me a good starting CL I would have been totally MEH about my Freedom with the 22.99 APR.

I had about 14K in cc debt, and took out a personal loan approx 7 mos ago at my CU at 9-ish percent to pay all of my CCs off. Not a great interest rate, but better than most of the cards were charging, and I saw it as a great way to have a set timeline to pay them all off.
I carry about 2-3% utilization (of Total Combined Available) on one card (Discover It) for the most part, and pay much more than the minimum due. I received a HUGE increase in Credit Score when this debt went from CCs to the personal loan, due to the large descrease in utilization. My score went up between 80-90 points.
I have since received several auto CLIs and this is the second automatic APR descrease. The only thing that has irked me recently is the JCPenney card upgrade to the MC, which closed my old account and opened a new one.......dinging my report due to AAOA, which is pretty much my weak link in my score....
