Chevron Card to Visa... Who knows

Each non english speaking customer service rep I speak to tells me something different.  Is this an upgrade or is this a new app?

First time I did it, guy processed new app and I ended up with a second stupid Chevron Card.

Next time I did it supervisor processed upgrade and it was declined but no credit pull and no new account.

SO WHAT GIVES... I just want the stupid 10 cents off per gallon that Visa gets

I have the same problem. Try looking for a back door number that has a location listed next to it. I also ask if I may speak with somone "on-shore" or in America. I have also said I have a bad connection. You should not feel bad for asking to speak with an American rep.
