I think you just got lucky. There are multiple people, including me, who have gotten another hard inquiry instead of Chase doing a soft inquiry for an increase. I rang in less than one hour after it was declined to have it reconsidered and another hard inquiry was done on TransUnion.

I called them and they told me HP was "possible" and I told them that was okay. I think it was soft. I haven't seen any evidence of a hard.

Thinking about the few Citi CLI threads going around I decided to try the other night via the online button.
I forgot to take screen shots, but this is what happened:
I put in all the info, I asked them to increase my credit line by 2k. The next page confirmed what I had put. The third page said they could increase by 1k right now and that no credit file was pulled. Then they asked me to take it, or cancel. The fourth page said congrats your new line is...
There was a button on that last page that said something like "request more." I assume if you go for that they would hard pull.
