I requested a CLI on my Citi Forward card a few months ago (initial CL was 8500, and asked for 10000), and I was very specific that I didn't want a HP, and if they can't give me a CLI without a HP, then I don't want one. The rep reassured me that no HP will be done without my consent and that I was approved for 10000.
Well, today I pulled my annual credit report from Experian, and there it is, hard pull from Citi Bank on the day of my CLI...
I am pretty livid right now. Do I have any options to dispute this?? 
Unfortunately, not really, they have permissible purpose to pull it. Some CSRs and analysts don't know the difference between a hard and a soft. Just be happy that you got what you asked for, congrats on it
