On 12/20/13 I called Citi to to a PC from my Silver Card to my WMC...they sent me all the info (terms, letter via snail mail and said I would get the new card after Feb 7, 2014

I read on here where someone got their card in less then 51 days

Will it REALLY take that long?

Yes.  It WILL take that long, sometimes the earliest timeframe is 45 days, but no less.
