Citi Pre Approval

Does having a Citi Pre Approval really mean anything?

When I was researching citi cards in February, I found two threads where members described applying for a card blind, getting declined, getting an offer by mail, reapplying using the code and getting approved with essentially the same profile. Of course, there were the usual "pre approvals mean nothing" responses, but there you go.
