Not necessarily, it depends on the product and whatever policy is in place during the time of allocating CLs.
My first two citi cards were Forward and Dividend. When I was approved for Diamond Preferred I was able to move CL between all three as long as I kept at least $500-$1k - I can't remember the exact amount - on each one. I was actually approved for DP over the phone (they called me to get more info) and it was the CSR (or whoever it is that makes those types of phone calls to customers) who asked me if I wanted to reallocate.
