It's normal or at least used to be.
I got a secured Citi card 3 years ago. Back then you sent the money in before they even bothered with a credit check. They would wait 5 days or so to make sure the deposit cleared then run a credit check for approval/denial. I didn't hear from them for 2 weeks then it took almost another 2 weeks to get the card. Great card though and the security CD paid over 4% at the time. Sadly, no longer.
