I called yesterday evening and definitely got an overseas rep, but she was really helpful and I went ahead and got my forward->typ converted to a DC without any hassle.

Citi is pretty slow mailing cards with First Class mail.
Received the new TY Preferred card today in the mail.
We mailed the card on 19-Jan-2018.
