Third attempt failed again with secure message. Gonna try again!
I tried and failed twice with secure messages. I spoke to a couple of different CSRs and failed at that as well. Granted, I PC'd to this card, so it was always a longshot. I really think this is a targeted offer and those getting enrolled were probably already earmarked for receiving it.
I will say, on a somewhat related sidenote, Citi customer service is really lackluster and inconsistent. No wonder they're ranked 8th place out of the top 10 credit issuers! I've been given so much misinformation about terms and conditions etc. and some of their customer service call center agents literally sound like you just woke them up when you called and are burdened by your basic questions. I've had better luck by simply requesting to speak to a supervisor and they transfer you to a Stateside rep, who have generally been much more informative and helpful. I even got a $10 credit from one for having to deal with all the random misinformation I had been given by a few of the prior reps I spoke to.

Account specialists are clueless and no help. I even tried using the live chat feature, which sucked a lot.
You guys may have to consider that after the first few days of chaos, were some CSR's "freelanced" bonuses, Citi may have gathered them together for a little talk about how to deny you... I mean about how to proceed...
