Citi payment before Statement cuts? ..

I just got my  Citi Thank your preferred card and noticed my billing cycle end on July 8th (why ? ....just got the card) and wanted to pay it off before the statement cuts and it says  i can't pay it off? Why?

Citi won't let you pay until after the 1st statement cuts
