Typically with Citi, BofA, Discover, US Bank and likely a few others, once you get on their list of receiving BT offers, the offers keep showing up periodically.
If you have NOT taken any BT offer earlier, or just to keep their interest, you can do a small, toy BT that just converts the minimum fee amount. So if they charge a $10 minimum, or 3% fee, then you take a $300 BT offer, Just Because, then pay it back in a short amount of time (or take the full 0% period). By taking BT offers, you almost guarantee that you will receive other BT offers from that bank in the future.
I have taken a BT offer from every card I have which offers them, except for AMEX Centurion (because I could not figure it out) and I get renewed BT offers from all the cards.
