Click-Through Sites for CRA Pulls

Last October I wanted to get Discover, and my EX was much higher than my TU or EQ. I went to a site owned by EX, clicked-through to Discover and voila! I got an EX pull, and instant approval for 8K. My highest CL at the time was only 3K.

I wonder if I had gone to a site owned by TU if there would have been a TU pull.
