After some thought, we checked the online credit reallocation link and it allowed us to submit a move of all but $500 of the $9,800 CL from the TE to the BCE. It was approved instantly and gave her BCE a new CL of $13,000. (Note: BCE has only been opened for 21 days.)

We immediately requested a CLI on the BCE from $13,000 to $24,500. Again, approved instantly. Balance on card during the CLI request was 0.05% of the $13,000 (not reported).

Better pay that in full, you don't want to pay interest on that $6.50.
