Has anyone ever closed out a starter Capital One card due to it not growing over the years, re-opened the same card later, and get a significantly higher CL?

Capital One gave me my first start and also gave me a high CLI of 3,000 after completing credit steps on one card. I've gotten CLIs online and through the EO.
First Cap went from 500 > 3,500(credit steps) > 4,000(EO)
Second Cap went from 500 > 750(credit steps) > 1,250(Luv Button).
Even with CLIs, the second card, specifically, is looking paltry.
