It appears this would be the case for most of their retail card programs.  However, just like GECRB, there may be some obscure ones that could be HP.

I have their Total Rewards Visa and did not get a hard pull when I requested for a CLI  online via their luv button.  I can't tell if they soft pulled any of the reports since I don't have that access.

I've hit the LUV button a few times and never got a HP, both with Express and Loft cards from Commenity
